(1) Vendor needs to provide transit strategic implementation professional consultant services.• Serve as the senior advisor and project manager. • Submit monthly progress reports with each invoice; invoices will not be processed until the assigned project manager has received and reviewed the report.• Identify pivotal decision points, decision–makers, and influencers for each program element and recommend engagement strategies.• Develop messaging frameworks tailored to political, civic, business, and community audiences.• Provide rapid–response advisory in response to media coverage, public comments, and political developments.• Identify and help resolve interagency friction points that could slow implementation.• Identify political, reputational, and operational risks across program elements and recommend mitigation strategies.(2) All question must be submitted no later than July 29, 2026.(3) A contract period will be for one year.
