(1) Vendor needs to provide credit card interchange fee audit and recovery services to the government authority located in Yonkers, NY. – Conduct a comprehensive audit and analysis of the interchange fees and related payment processing charges assessed on the agency's credit and debit card transactions. – Provide remote credit card interchange fee audit and recover services.• Transaction and fee audit: Review all available merchant processing statements, contracts, settlement reports, processor invoices, and related documentation.– Analyze: Interchange fees, card network assessments, processor markups, gateway fees, authorization fees, compliance charges, monthly and annual service fees and any other payment processing expenses• Interchange qualification review: Determine whether transactions qualified for the lowest available interchange categories.• Contract review: – Review all agreements with: Merchant processors, payment gateways, payment facilitators, acquiring banks and related service providers.• Recovery analysis:– Identify all amounts that may be recoverable through: Billing errors, incorrect fee assessments, duplicate charges, improper classifications, contractual non–compliance and other recoverable payment processing errors assist the agency in pursuing recovery where appropriate.• Future cost reduction:– Provide recommendations to reduce future costs, including: Processing optimization, contract restructuring, technology recommendations, vendor negotiations and operational improvements• Final report:– Provide a written report including: Executive summary, methodology, findings, recoverable amounts, cost–saving recommendations, estimated annual savings and supporting documentation(2) All the questions must be submitted no later than September 18, 2026. (3) The contract period will be for three years.
