For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2. The Project Management Unit for VUDP-VNUHN (VUDP PMU) now invites sealed Bids from eligible Bidders for equipment of the Modern Material Laboratories and AI/ICT Laboratories at the VNC2 Zone of VNU-HN in Hoa Lac, Hanoi, Vietnam. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for Bid cost: 50%. 5. Interested eligible Bidders may obtain further information from VUDP VNU-HN PMU , Nguyen Thanh Tuan and pmuwb@vnu.edu.vn and inspect the bidding document during office hours 8:30 to 16:30 at the address given below . 6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$200. The method of payment will be Direct deposit (Account information below). The document will be sent by email. 7. Bids must be delivered to the address below on or before August 8th, 2026 at 9:00 a.m . Electronic Bidding will not be permitted. Late Bids will be rejected.
