(1) Vendor needs to provide market access monitor and advisor service.• This type of cost analysis will assist in determining the fair market value for the work to be performed and allows agency the opportunity to evaluate various proposals and select the best contractor for the job based on experience, availability, expertise, approach, and cost• A contractor that is well informed particularly in regard to late–breaking and current events on the facts about agricultural biotechnology and its impact as well as other market access challenges, such as maximum residue limits.• Monitor and report on various market access issues around the globe primarilyrelated to biotechnology, plant breeding innovation, and pesticides.• Develop and maintain a tracking mechanism to assist the agency market access team.• Monitor and report on biosafety protocol developments.• Attend meetings on biosafety protocol as directed.• Monitor and advise agency on plant breeding innovation and biotechnology regulatorydevelopments with the potential to impact international trade.• Monitor and advise on developments.• Engage other cooperators on market access issues of mutual interest.(2) All the questions must be submitted no later than September 22,2026.
