(1) Vendor needs to provide municipal conflict attorney service to the government authority located in Winslow, NJ. – Legal Advice and Counsel• Provide legal advice and counsel to the Mayor & agency Committee and municipal officials on statutory and regulatory matters governing municipal operations.• Prepare, review, and advise on ordinances, resolutions, contracts, and other legal documents as necessary.• Assist in the interpretation of existing laws, ordinances, code provisions, and regulations.• Provide guidance on compliance with Open Public Meetings Act (OPMA) and Open Public Records Act (OPRA).• Represent the Township in negotiations with various stakeholders, including developers, contractors, and governmental agencies.2.3. Litigation and Representation• Represent the Township in administrative proceedings, as well as in municipal, state, and federal courts.• Defend the agency against claims and lawsuits, including but not limited to personal injury, property damage, land use disputes, and other civil litigation matters.• Prepare and submit legal pleadings, briefs, and motions on behalf of the Township.• Act as liaison to any special counsel when required, and oversee their work as deemed necessary.– Compliance and Risk Management• Advise the Township on compliance with federal, state, and local laws and regulations affecting municipal operations.• Assist in the development and implementation of policies and procedures to minimize legal risks and ensure compliance with applicable laws.– Land Use and Zoning• Advise on land use and zoning regulations, including preparation and review of planning and zoning documents.• Represent the Township in proceedings before planning boards, zoning boards, and municipal courts related to land use cases.• Provide legal advice on development agreements, redevelopment projects, and municipal economic development initiatives.(2) All the questions must be submitted no later than November 17, 2026.
