(1) Vendor needs to provide regional community network strategic plan service.– A strategic plan to establish the regional community networks purpose, governance and future direction.– The strategic planning effort will establish a shared long–term direction for the agency, identify and prioritize its core regional functions, and align governance, operations, funding, and agency responsibilities with that direction.– Stakeholder working group administration and support.– Strategic vision and recommendations.– A strategic engagement plan outlining project goals, desired outcomes, working group and management committee roles, and the intentional engagement architecture for the strategic planning process.– A member‑agency engagement roadmap that defines timing, messaging, coordination, and sequencing of broader regional stakeholder engagement at key milestones.
