THE DEMOCRATIC SOCIALIST REPUBLIC OF SRI LANKA Ministry of Agriculture, Livestock, Land and Irrigation Climate Resilience Multiphase Programmatic Approach (CResMPA) Request for Bids -Goods (Two-Envelope Bidding Process) Country: Sri Lanka Name of Project: Climate Resilience Multi-Phase Programmatic Approach Contract Title: Supply, Installation, and Commissioning of Five (05) Coastal Metocean Automated Observation Stations at Designated Coastal Locations in Sri Lanka for the Department of Meteorology Loan No.: IBRD 89960 RFB Reference No.: SLMOI/CRES/DOM/G/ICB/119 1. The Democratic Socialist Republic of Sri Lanka has received financing from the World Bank toward the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA) and intends to apply part of the proceeds toward payments under the contract for Procurement and establishment of Coastal Metocean Stations . “For this contract, the Borrower shall process eligible payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.” 2. The Chairperson, Project Procurement Committee now invites sealed Bids from eligible Bidders for the Supply, Installation, and Commissioning of Five Coastal Metocean Automated Observation Stations at off Delft Island, Pigeon Island of Trincomalee, Wisky Point of Arugambay, Hikkaduwa Fishery Harbor and Dikovita Fishery Harbor, Colombo in Sri Lanka for the Department of Meteorology, Sri Lanka , shall complete at a proposed location considering various environmental, safety, and operational aspects within 75 days from the date contract singed. Margin of preference shall not apply . 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 7th edition September 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bidder must meet the following minimum qualification criteria (i) General Experience : The Bidder shall have been actively engaged, in its own name, in the business of supplying, installing, commissioning and maintaining meteorological, oceanographic, hydrological, or environmental monitoring equipment for at least ten (10) years preceding the bid submission date. (ii) Specific Experience: The Bidder shall have successfully completed at least two (2) contracts within the last ten (10) years , each with a minimum contract value of LKR 60 million or USD 177,000.00 for the supply, installation, and commissioning of metocean stations or comparable marine monitoring platforms in WMO member countries. (iii) Manufacturer’s Experience: The manufacturer of the equipment shall have at least fifteen (15) years of continuous experience in the design and manufacture of met ocean sensors and related equipment for marine meteorological and oceanographic observation purposes. The manufacturers shall have supplied and contributed to at least two (2) projects in WMO Member countries, and within such projects a minimum of twenty (20) Met-ocean Stations of similar or higher specifications shall have been successfully deployed. (iv) Financial Capacity : Average Annual Turnover: The Bidder shall demonstrate a minimum average annual turnover of LKR 330 million or USD 980,000.00 over the last three (3) financial years prior to the bid submission deadline. Liquid Assets / Credit Line: The Bidder shall have access to financial resources or confirmed credit facilities of at least LKR 165 million or USD 490,000.00. 5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60 % for the technical part and for 4 0 % for non-technical part for the total bid cost 6. Interested eligible Bidders may obtain further information from Project Director, Climate Resilience Multi-Phase Programmatic Approach and e-mail pdcresmpa@gmail.com of officer in charge and inspect the bidding document during office hours 9.00 am to 3.00 pm (SL local time) at the address given below or may be downloaded and reviewed from https://promise.lk/ and https://meteo.gov.lk/ websites only for reference purpose . 7. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of LKR 45,000.00 or in a convertible currency in Sri Lanka from July 22, 2026 between 9.00 am to 3.00 pm (SL local time) on any working day. The method of payment will be cash. 8. Bids must be delivered to the address below on or before 02.00 pm September 04, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on 02.00 pm September 04, 2026 All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the public opening of Financial Proposals. 9. All Bids must be accompanied by a Bid Security of LKR 4.75 million/ USD 14,000.00 or an equivalent amount in a freely convertible currency in Sri Lanka in the form of Bank Guarantee. 10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 11. A Pre-Bid Meeting will be arranged at 10:30 a.m. on July 30,2026 in the Conference Room at the address given below. 12.
