(1) Vendor needs to provide human resources strategic planning and research analysis consulting services.– Provide support related to recruitment, workforce development, organizational effectiveness, and related HR functions that advance the effectiveness of City operations.– Create and conduct an interview process in coordination with the city, and verify each candidate's educational background, licensing, or required credentials.• Provide expert– and research–based advice on HR strategy, workforce development, organizational design, and process improvement.• Conduct assessments, analyses, and reviews to evaluate organizational effectiveness and identify opportunities for improvement.– Develop interview questions and process for finalists in collaboration with the city, selecting questions that highlight the capabilities that define success for the position and enable objective, job–related evaluation of candidates.– Provide consulting services to help the city develop and implement new HR strategies with a focus on operational excellence, compliance, and building leadership capabilities.– Provide pre– and post–assessment surveys.– Create unique development plans for each executive leader based on an assessment of their skills and effectiveness in their current role.– Develop talent assessments, workflows, job designs, and other related plans as needed.– Provide plain–language marketing and communication materials that promote program availability, written for a general audience and provided in print and electronic formats.(2) All the questions must be submitted no later than September 22, 2026.
