(1) Vendor needs to provide architecture and engineering services to the government authority located in Detroit, MI. – The selected A/E team shall provide all professional labor, coordination, tools, and deliverables required to complete the authorized services.• Provide architectural services through concept design, schematic design, design development, construction documents, bidding, permitting, construction administration, and closeout.• Develop unit preservation plans and façade improvements that support the approved bedroom mix, accessible and adaptable units, family needs, storage, durable finishes, and efficient operations.• Design common, management, maintenance, and resident amenity areas included in the approved program.• Prepare a detailed work plan, design schedule, deliverable register, responsibility matrix, and data request log.• Review available plans, surveys, titles, environmental information, utility records, prior studies, and planning materials.• Conduct field reconnaissance and document existing buildings, site conditions, utilities, access, drainage, landscape, public rights–of–way, and adjacent uses.• Identify gaps in available information and recommend additional surveys, testing, or investigation before those services are performed.• Prepare at least two concept alternatives that test building placement, typology, density, circulation, parking, open space, stormwater, utilities, and phasing.• Prepare an option comparison that identifies unit yield, estimated cost, schedule, approvals, infrastructure needs, relocation implications, and key risks.(2) Pre–bid meeting will be held on November 13, 2026.
