(1) Vendor needs to provide strategic resourcing consultant services.– Develop an evidence–based, multi–year sustainable funding strategy that prioritizes continuity of operations, reduces dependence on short–term grants, and identifies viable financial resources and partnerships.– Services include funding analysis, financial modeling, evaluation of funding opportunities and partnerships, and development of an implementation plan.– Comparison of viable public, private, employer–supported, philanthropic, and blended funding approaches, with a recommended funding mix.– Assess existing employer, workforce–system, military–installation, government, and philanthropic relationships relevant to future funding.– Develop a manageable set of viable funding models for consideration.– Employer sponsorships, memberships, or multi–year corporate support.– Legal, tax, governance, procurement, and program–income considerations requiring further review.– Potential revenue, timing, predictability, and restrictions.– Identify funding gaps, cash–flow requirements, revenue concentration, and key financial thresholds.– Develop a prioritized pipeline of funding sources and potential partners aligned with the recommended strategy.– Existing relationships and an appropriate future engagement pathway.– Assigned responsibilities, staffing needs, estimated implementation costs, and decision points.– Active fundraising, donor solicitation, capital campaigns, and endowment drives.– Lobbying or advocacy to secure appropriations or influence legislation.(2) All questions must be submitted no later than November 16, 2026.(3) A pre–bid meeting will be held on November 9, 2026.
