REQUEST FOR EXPRESSIONS OF INTEREST Georgia Trans-Caspian Transport Corridor - Georgia Accessibility and Transport Enhancement Project TCTC-GATE Loan No. 9981-GE Project No. P513957 Assignment Title: Project Implementation Consultant Reference No: TCTC-GATE/CS/ICS-01 Georgia has received financing from the World Bank and the Asian Infrastructure Investment Bank towards the cost of the Trans-Caspian Transport Corridor - Georgia Accessibility and Transport Enhancement Project (TCTC-GATE) and intends to apply part of the proceeds to payments for goods, works, and related services and consulting services to be procured under this project, which will be jointly financed by the Government of Georgia. RDMOI now invites eligible Individual Consultants (“Consultants”) to express their interest in providing the following services: Project Implementation Consultant. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The CVs of the candidates should cover the requested information. Interested individuals shall provide CV demonstrating that they have the necessary experience to perform the aforesaid services. The detailed Terms of Reference (TOR) for the assignment can be found at the following link: https://www.dropbox.com/scl/fi/60wzg57hafqonbop5te13/TOR-as-issued.pdf?rlkey=b35s5e8oudy2zdinfeju6plqt&dl=0 Required Qualification of the Consultant: A University Degree or professional qualification in Civil Engineering, Finance, Law, Business Administration, International Relations, or any other relevant field; Preferably 6 years’ experience of working for the World Bank and/or other Multilateral Development Banks (MDB) funded projects including preferably 5 years of experience in procurement and project implementation related activities for the World Bank and/or other Multilateral Development Banks (MDB) funded projects. (Working experience under WB financed large-scale road projects will be an advantage). Experience in working on FIDIC contracts (experience with MDB Harmonized and/or FIDIC 2017 versions will be an advantage). Good knowledge of institutional, technical, and commercial aspects of procurement. Proven team working skills. Superior verbal and writing communication skills in English and Georgian languages. Proficiency in standard desktop computer applications including but not limited to Word, Excel, and Power Point. Good reporting and interpersonal skills. Note: The Road Department reserves it’s right to verify submitted references and use obtained information for evaluation purposes. The assignment will be a time-based for the duration of the 64 months with possibility of downstream extension subject to satisfactory performance. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers”, Seventh Edition, September 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment: The consultant shall not receive any payment in connection with the assignment except as provided in the contract. The consultant and its affiliates shall not engage in consulting or other activities that conflict with the interest of the Client under the contract. A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants set out in the Procurement Regulations.
