(1) Vendor needs to provide below market rate inclusionary housing and in–lieu fees nexus study services to the government authority located in Cupertino, CA.• Below Market Rate (BMR) Program and related in–lieu fees, including preparation of any necessary nexus analysis, economic feasibility analysis, fee study, and supporting documentation to ensure the program is legally defensible and economically feasible.• Existing Housing Mitigation program and ordinance.• City General Plan, particularly the Housing Element and policies related to BMR Housing• The city’s current development patterns, demographic forecasts, and progress towards meeting the city’s regional housing needs allocation (RHNA).(2) All questions must be submitted no later than July 21, 2026.
