2027 Municipal Engineering Services

Cheltenham Township, Montgomery County, 8230 Old York Road, Elkins Park, PA 19027 (hereinafter “Township”) is seeking proposals fro m qualified engineering firms or individuals f or Project Title . Proposals must be submitted no later than Response Submission Time , prevailing time, on Response Submission Date , through the OpenGov Procurement Portal: https://procurement.opengov.com/portal/cheltenhamtownship . The purpose of this Request for Proposals ("RFP") is to solicit proposals from qualified engineering firms or individuals to serve as the Township Engineer and provide comprehensive municipal engineering and related consulting services. The Township seeks an experienced, qualified, and responsive professional who can work effectively with the Board of Commissioners, Township Administration, and staff to provide high-quality engineering services that support Township operations, infrastructure improvements, and the needs of the community. All solicitation documents and details are available through the OpenGov Procurement Portal at: https://procurement.opengov.com/portal/cheltenhamtownship . P roposers shall create a free account with OpenGov P rocurement by signing up at: https://procurement.opengov.com/signup . Each proposer is solely responsible for all costs associated with preparing and submitting its proposal. Proposals must include all required documents and completed forms identified in the OpenGov Vendor Questionnaire. All questions regarding this RFP must be submitted through the OpenGov Procurement Portal no later than Question Submission Time on Question Submission Date . The Township reserves the right to determine which questions warrant a response. Any official clarifications or addenda will be issued through the OpenGov Procurement Portal. The Board of Commissioners of Cheltenham Township reserves the right to reject any or all proposals, in whole or in part; waive minor irregularities or informalities; request additional information or clarification; conduct interviews; and negotiate terms with one or more proposers, as deemed to be in the best interest of the Township. Selection will be based on the qualifications, experience, proposed approach, fees, and overall ability of the proposer to meet the Township's needs. The Township is not obligated to select the lowest-cost proposal. Proposals may be held by the Township for a period of ninety (90) days following the proposal submission deadline to allow sufficient time for evaluation, verification of qualifications, and consideration of a contract award.
