(1) Vendor needs to provide short–term rentals community engagement framework consultant service to the government authority located in Durango, CO. • Conduct a comprehensive community engagement framework regarding short–term rentals in county, guide policy direction discussions, and draft regulations or licensing languages.• Community and stakeholder engagement: design and conduct a robust, countywide community engagement process to understand existing conditions, community concerns, opportunities for education, and perspectives regarding potential STR policies• Engagement shall include both broad public outreach and targeted stakeholder engagement with groups potentially affected by STR activity, which may include residents, neighborhood and community groups, property owners, lodging and tourism interests, housing stakeholders, real estate stakeholders, business, and other relevant organizations.• Research and policy development: conduct research into approaches used by comparable jurisdictions and identify potential regulatory and licensing tools that may be appropriate for consideration• Draft regulations and licensing framework.(2) All the questions must be submitted no later than Nov 30, 2026.
