GENERAL PROCUREMENT NOTICE Country: Kyrgyz Republic Name of the Project: Construction of Electricity Transmission Line and Substations in Tamga and Karakol, Issyk-Kul Region Sector: Energy Mode of Financing: Loan Financing No.: KGZ-1007 The Kyrgyz Republic has received financing from the Islamic Development Bank (IsDB) for USD 58.25 million to support the implementation of the “Construction of Electricity Transmission Line and Substations in Tamga and Karakol” project. The project will be implemented in the Issyk-Kul Region, located in the northeastern part of the country around Lake Issyk-Kul, approximately 350–400 kilometers east of the capital city, Bishkek. The Government of the Kyrgyz Republic will jointly finance the project with an additional contribution of USD 2.00 million. A portion of the proceeds will be applied to eligible payments for goods, works, related services, and consulting services to be procured under this project. The project includes the following components: Component 1: Construction of Substations and Overhead Transmission Lines: Lot 1: Design, supply, installation, construction, and commissioning of: 220/110/10 kV Substation in Karakol (250 MVA) 220/110/24 kV Substation in Tamga (125 MVA) Lot 2: Construction of: 220 kV Overhead Transmission Line (approx. 80 km) 110 kV Overhead Transmission Line (approx. 15 km) The selection of Contractors under Component 1 will be conducted through an open International Competitive Bidding (ICB) process. Component 2: Project Management and Supervision Consultant (PMC) to be procured through Quality and Cost-Based Selection (QCBS) with shortlisting among the IsDB Member Countries’ consultancy firms. The PMC will play a crucial role in supporting the project's implementation, particularly during the procurement and construction phases. The consultant will assist the Executing Agency (NEGK) in preparing and finalizing bidding documents, supporting bid and proposal evaluations, advising on contract negotiations, and ensuring adherence to IsDB procurement guidelines. In addition to procurement support, the PMC will supervise the construction of substations and transmission lines, monitor contractor performance, ensure compliance with environmental and social safeguards, and provide regular progress reporting. Component 3: Project Management Unit (PMU). This component covers the establishment and operation of a dedicated PMU within NEGK to support day-to-day project implementation. It includes the recruitment of individual consultants and the procurement of office equipment and supplies required for the PMU’s operations. Procurement of equipment for the PMU will be conducted through the National Shopping method. Component 4: Project Financial Audit to be proceeded through the Least-Cost Selection (LCS) with shortlisting among the local financial auditing firms. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for the Procurement of Goods, Works and Related Services under Islamic Development Bank Project Financing (April 2019 edition, revised as of February 2023), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (April 2019 edition, revised as of February 2023). Specific procurement notices for contracts to be tendered under the Islamic Development Bank’s ICB, QCBS, and LCS procedures will be announced, as they become available, on the IsDB Website , DgMarket, www.negk.kg , and local media . Advance contracting will be applied for PMC services and audit services and will be conducted in accordance with the IsDB Procurement Guidelines and the applicable laws of the Kyrgyz Republic. The project is expected to commence in the fourth quarter of 2025 and will be implemented over an estimated 48-month period. Key procurement activities are anticipated to begin with the selection and mobilization of the PMC in Q4 2025. Procurement and contract award for the major civil works under Component 1 are expected to take place between Q4 2025 and Q2 2026. Procurement of goods for the PMU is planned for Q2 to Q3 2026. Implementation of works, financial audits, and progress reporting will proceed in parallel, starting from Q2 2026.
