Government of Nepal Kathmandu Valley Water Supply Management Board (KVWSMB) Kathmandu Valley Water Security Improvement Project (KV WaSIP) – Sisneri Water Supply Project REQUEST FOR EXPRESSIONS OF INTEREST (REOI) (CONSULTING SERVICES – FIRMS SELECTION) Country: Nepal Name of the Project: Kathmandu Valley Water Security Improvement Project (KV WaSIP) – Sisneri Water Supply Project Grant No: E757-NP Assignment Ti t le: Consulting Services for Detailed Engineering Design of Dam and its Ancillary Components for Sisneri Water Supply Project Reference No.: NP-KVWSMB-560362-CS-QCBS-ICB-1 First Date of Publication: 17th September 2026 The Government of Nepal (GoN) has received financing from the World Bank toward the preparation and implementation of the Kathmandu Valley Water Security Improvement Project (KV WaSIP) – Sisner i Water Supply Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include detailed engineering design, preparation of estimates, economic/financial feasibility assessment and preparation of procurement documents required for effective implementation of the Dam and its ancillary components under the project. A total of 144 person-months for experts is estimated and the assignment is expected to commence in January 2027 with the implementation period of 14 months. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: www.kvwsmb.org.np . The Kathmandu Valley Water Supply Management Board (KVWSMB) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the above consulting services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the qualifications and experience of the firm are as follows: a. Core Business and General Experience: The Consultant shall be a duly registered consulting firm with at least five (5) years of experience in dam engineering, water resources, civil engineering, hydropower, water supply, hydraulic infrastructure, or related fields. b. Relevant Experience (Last 10 Years): The Consultant shall demonstrate relevant experience in the following areas, which will be evaluated based on the number and relevance of successfully completed assignments: Detailed engineering design of concrete/RCC/CFRD dams with a minimum height of 35 m; Detailed engineering design of dams that have subsequently been constructed and commissioned; Construction supervision, construction management, or detailed design review of major dams; and Dam or major water-resources infrastructure projects outside the Consultant’s home country. c. Technical and Managerial Capability: The Consultant shall demonstrate adequate technical and managerial capacity through its organizational structure, technical resources, and relevant company experience. Key Experts will not be evaluated at the shortlisting stage. 4. The attention of interested Consultants is drawn to Section III, paragraphs 3.13, 3.15, and 3.16 of the World Bank Procurement Regulations for IPF Borrowers, Seventh Edition (September 2025) , setting forth the World Bank's policy on Conflict of Interest. 5. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method as set out in the World Bank’s “Procurement Regulations for IPF Borrowers”, Seventh Edition (September 2025). 6.
