(1) Vendor needs to provide physical needs assessment service to the government authority located in Santa Cruz, CA. – Physical needs assessment (PNA) of the existing multi–family rental housing portfolio owned and operated.– Conduct PNA inspection to determine property condition, capital needs planning, life expectancy and replacement cost, and support the planning for replacement reserve allocations.– Provide recommendations to optimize parcels and lots such as infill opportunities, demolition and reconstruction and other substantial site–improvement.– The report shall exclude deficiencies that may be remedied with routine maintenance, miscellaneous minor repairs, normal operating maintenance, and de minimis conditions that generally do not present material physical deficiencies of the properties.– Provide recommendations for modernization, rehabilitation, system optimization, enhance the lifecycle of systems, and preserve property.– Collect the necessary information for each property to thoroughly assess property systems, components, features and critical elements.– The assessment and corresponding report are necessary to determine and inform on existing property and unit condition, capital needs planning, life expectancy and any replacement cost projections, and support the planning for replacement reserve allocations.(2) All the questions must be submitted no later than November 18, 2026.
