(1) Vendor needs to provide investigative support services to the government authority located in Washington, DC. – Provide investigative and analytical support for civil and criminal investigations.– Assist agency with litigation–related support, including evidentiary preparation, discovery support, hearing support, trial support, and related testimony support as authorized by the Government.• Required support shall include investigative planning, background research, evidentiary analysis, witness–related support, and preparation of investigative work products.• Planning investigations in coordination with agency staff, including development of investigative approaches and theories of investigation. • Conducting background investigations, including open–source research, to identify relevant individuals, entities, documents, data, and other potential sources of evidence.• Supporting interview preparation, including development of interview lines of inquiry, sequencing, and evidence collection strategy.• Conducting or supporting interviews of witnesses, victims, cooperators, and other subjects, as authorized by agency.• Reviewing and analyzing documents, recordings, and other materials, including emails, chats, telephone records, internet service provider information, bid documents, court filings, transcripts, merger filings, and similar evidentiary materials, as required by agency.• Preparing narrative summaries of evidence, affidavits, interview reports, and other investigative documentation.(2) The contract period will be for One year.
