(1) Vendor needs to provide personnel administration process and controls review services to conduct a targeted operational review of the processes, workflows, communication practices, and internal controls associated with the personnel administration process between human resources, payroll, and finance departments to the government authority located in Aspen, CO.1. Personnel administration workflow review:– Position control management.– Time and attendance processing and timesheet approval controls.– Benefits and open enrolment.– Employee separations and terminations.– Promotions and position and status changes.– Compensation calculations and pay rate changes.2. HR–payroll–finance communication and handoff review:– Information flow between HR, Payroll, and finance, and IT.– Timing and escalation expectations.– Accountability for data entry, approvals, and corrections.3. Payroll controls and reconciliation review:– The review should evaluate controls across the broader personnel administration process, including both upstream compensation actions initiated within HR and downstream payroll and financial reconciliation activities.4. HR/payroll system and technology fit assessment:– Review the current HR, payroll, and finance system environment as it relates to personnel administration, payroll processing, approvals, data entry, audit trails, reporting, reconciliations, and workflow controls.(2) All question must be submitted no later than August 24, 2026.(3) A contract period will be for one year.
