(1) Vendor needs to provide interpretive planning services to the government authority located in Portland, OR. • Interpretive framework development:– Develop an interpretive framework to guide the future memorialization, representation, and interpretation of multiple histories connected to the agency site.– The framework should identify shared themes that connect these histories while ensuring each community's story can be represented authentically, without diluting or subordinating any individual history to a broader narrative.– Review prior research, engagement summaries, and relevant background materials provided by Metro, including prior memorialization research and governance discovery work. – Research comparable memorialization projects that honor impacted communities and incorporate multiple historical narratives.(2) The contract period will be for two years. (3) A voluntary pre–bid meeting will be held on August 26, 2026.
