(1) Vendor needs to provide design, build, and first product launch service to the government authority located in New York. • Research–and–development function that helps the opera field identify challenges, design and test ideas, learn from evidence, reduce the risk of experimentation, and share useful findings across organizations of varying budget sizes and markets, with the ultimate goal of driving measurable improvement, growth, resilience, and long–term vitality across the opera field.• Create practical tools, templates, decision rules, and workflows for future Lab projects.• Recommend a lightweight Lab operating model, including intake, prioritization, project stages, decision gates, roles, governance, and documentation.• Develop a practical experiment framework that can accommodate prototypes, A/B tests, pilots, qualitative research, and other fit–for–purpose methods• Design and launch the first test, prototype, or pilot.• Analyze early results and recommend whether to stop, revise, expand, or scale.• Create a small toolkit of reusable templates (for example: project brief, hypothesis, test plan, measurement plan, decision rubric, learning summary).
