(1) Vendor needs to provide legal representation for zoning hearing board and planning commission service to the government authority located in Lancaster, PA.  • Provide general counsel and litigation services to the city zoning hearing board who have significant experience in representing state municipal zoning boards and in matters pertaining to subdivision and land development under the state municipalities planning code.• Legal research and advisory opinions as needed.• Represent the Board in land use matters in federal and state courts and administrative forums.• Review, analyse and advise the Board on any applications before it, including the sufficiency of applications, evidence, and jurisdiction.• Review proposed land use resolutions and ordinances;• Ensure hearings are conducted in accordance with the local ordinances, and applicable case law.• Assist in drafting or updating procedural rules and hearing procedures for the Board.• Provide training and orientation to newly appointment Board members as needed.• Provide monthly billing statements that include a brief statement of services performed.
