(1) Vendor needs to provide telecommunications system replacement and services to the government authority located in Carlisle, PA. – Provide a turn–key replacement of the agency’s existing phone system.  – Provide hardware, software, installation, training, and ongoing support services according to the requirements.– Provide modern, reliable, and cost–effective communication solution to modernize or replace the existing platform.• System architecture and redundancy: – Fully Hosted (Cloud/UCaaS).– On–Premise IP–PBX (Hardware/Virtualized).– Hybrid (On–premise for Police, Cloud for Admin).• Hardware requirements:– (4) Reception Consoles: High–button count/sidecar capability.– (10) Manager Style Phones: Larger screens, multiple line keys.– (75) Standard Desk Phones: Gigabit pass–through, PoE compliant.• Critical features:– Police department recording: The system must record calls placed to/from police department dispatch phones, E911 transfers, and designated patrol room phones.– Mobility: Mobile applications (iOS/Android) for remote staff to make/receive calls from their business number.– Unified messaging: Integration with Microsoft 365 (Teams/Outlook) for voicemail to– email and directory integration.– Auto–attendant: Multi–level menus for different departments (e.g., Finance, Codes, Police Non–Emergency).(2) Pre–bid meeting will be held on July 24, 2026.
