(1) Vendor needs to provide individual coverage health reimbursement arrangement comprehensive administration services to the government authority located in Dallas, TX. – Provide comprehensive administration services for an Individual Coverage Health Reimbursement Arrangement (ICHRA).– Support plan design, implementation, ongoing administration, compliance, employee support, and reporting services.• Plan design and implementation:– Provide consultation on ICHRA plan design options.– Support contribution strategy modelling and cost projections.– Develop implementation timelines and project plans.• Compliance and regulatory support:– Prepare and maintain required plan documentation.– Monitor regulatory changes affecting ICHRA administration.– Provide compliance, guidance and audit support.• Employee eligibility and enrolment administration:– Manage employee enrolment and elections.– Provide online enrolment tools and decision–support resources.• Employee support services:– Provide bilingual customer service support.– Conduct employee training sessions, webinars, and informational meetings.• Technology and platform requirements:– A secure web–based administration platform.– Mobile access for participants.– Automated workflow capabilities.– Electronic document management and retention.• Payroll and system integration: Integrate with payroll providers and Workday systems.– Support file–based and API–based integrations. • Reporting and analytics: Provide standard and custom reporting.• Account management.(2) All the questions must be submitted no later than September 21, 2026.
