Vendor needs to provide AI ready market demand, feasibility study and implementation recommendations service to the government authority located in Virginia. – To conduct a market demand and feasibility study for a regional AI Center of Excellence. • Demand Analysis– Quantify regional AI adoption readiness, current and projected demand and prioritized use cases across the four target clusters.• Program Design– Translate demand findings into recommendations for the AI programming, training, expertise, and computing access needed to meet regional demand, including programming composition by site.• Workforce Analysis– Identify the specific occupations at highest risk of AI disruption and the corresponding regional employers, current credential offerings and gaps across regional institutions, and recommended pathway design for upskilling incumbent and displaced workers.• Site Feasibility• Cost Estimation and Financial Modeling• Governance Design
