Professional Engineering Services for Lone Tree Road Feasibility Study, O'Leary St to J.W. Powell Blvd

The Owner is seeking professional engineering services; specifically, design services for a Feasibility Study of Lone Tree Road from O’Leary Street to John Wesley Powell Boulevard (JWP) in Flagstaff, Arizona. The Owner intends to prequalify one (1) Firm that can provide design services for a Feasibility Study will investigate a plan that will improve Lone Tree as a gateway to the community and entry to downtown Flagstaff that is unique in character and will provide enhanced regional mobility, improve community and regional circulation, and minimize side friction between adjacent land uses and the corridor. The Owner invites interested Firms with demonstrated experience in project management and planning and design of civil projects to submit a written SOQ presenting its qualifications to conduct the engineering services required to prepare this study. Scope of Services TASK 100 – PROJECT MANAGEMENT & MEETINGS 110 – Project Management The Firm shall perform various project management and monitoring activities associated with the project. Specific project management services include development of a Project Management Plan, development of project progress reports to be included with monthly invoices, development of applicable formats and standards, coordination and collaboration with the Owner’s staff, and management of individual project team resources to assist in a project delivery consistent with the Owner's specific needs. 120 – Progress Meetings The Firm will conduct, at a minimum, monthly progress meetings (by teleconference, video conference, and/or in person and schedule to be discussed in contract negotiations) with the Owner’s staff and contractor to collect relevant information, receive guidance on the evaluation efforts, discuss issues and concerns, and monitor the progress of the work. The Firm will be responsible for developing the meeting agenda and discussion materials. Following each progress meeting, the Firm shall develop meeting minutes, including relevant action items, for distribution to the Owner’s staff and submit to the City Project Manager within ten (10) working days after the progress meeting. These meetings will typically be conducted monthly, with a duration of approximately 1 to 1-1/2 hours. 130 – Project Workshops The Project workshops will provide the Owner’s staff the opportunity to review and provide input to intermediate work products as they are developed. The following workshops are envisioned for the project: Kickoff Workshop - the first Project meeting will be a "Kickoff Workshop" to discuss the design objectives, design process, work plan, and schedule. The Firm will request and obtain at that time, relevant as-builts and GIS Data. Public Event preparation workshop Draft Feasibility Study comment resolution meeting(s) Any others as recommended by the Firm or Owner. 140 – Quality Management The Firm shall provide quality management reviews throughout the duration of the project. Each deliverable will be reviewed by the Firm’s senior engineering or professional staff for quality and consistency. 150 – Project Control and Reporting Monthly invoices will be prepared and submitted to the Owner in an approved format. Monthly project status reports will be prepared and submitted to the Owner along with the monthly invoices. These reports will include summary of services completed since the previous report, current project schedule and budget status, project issues and potential change logs. 160 – Project Closeout During the project study phase close-out, the Firm will resolve final invoices to the Owner, consolidate and archive project files, and meet with the Owner to review the project performance and achievement of project objectives. Task 100 – List of Deliverables: Project Management Plan and Schedule Monthly Project Update Agendas and Meeting Minutes Workshop Agendas and Meeting Minutes Public Outreach Materials and Event Exhibits Monthly Invoices and Summary Reports TASK 200 - EVALUATIONS AND TECHNICAL MEMORANDA 200 – Construction Drawings (15%) and engineer’s itemized estimate of probable costs 210 – Traffic analysis memo 220 – Right-of-way impacts memo 230 – Environmental analysis memo 240 – Utilities memo 250 – Draft Feasibility Study report including 15% Concept Plans, documentation of all analysis, and engineer’s cost estimate 260 – Final Feasibility Study report including summary of draft comments with final dispositions and resolutions TASK 300 – PROJECT CLOSE OUT All deliverables are to be provided to the Owner electronically in Word, Excel, or pdf formats, and all CAD files developed for the project shall be provided to the Owner. Task 300 – List of Deliverables Final Feasibility Study including 15% plans, cost estimate and analysis documentation in pdf format. Any spreadsheets, and any other supporting data in editable format CAD files developed for the project
