THE AFRICAN UNION COMMISSION Invitation for Bids (IFB) Issuing date of the IFB: 27 July 2026 Name of Country: Ethiopia Name of Project: Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063 Project Brief Description of the Information System: The scope of the assignment include supply of Privileged Access Management (PAM) Licenses, Installing, Configuring, and Testing the Privileged Access Management (PAM) solution across all African Union Commission (AUC) systems, ensuring that privileged access is well-controlled, monitored, and audited to meet both security and regulatory requirements of the AUC. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in UNDB online on 01 June 2023 2. The African Union has received a Grant from the International Bank for Reconstruction and Development / International Development Association] toward the cost of Building Institutions and Systems to Harness and Realize Agenda (BIASHARA) 2063 Project , and it intends to apply part of the proceeds of this grant to payments under the agreement resulting from this IFB: Supply and Installation of Privileged Access Management (PAM) Solution for the African Union Commission. 3. The African Union Commission serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Supply and Installation of Privileged Access Management (PAM) Solution for the African Union Commission . The scope of the assignment includes supply of Privileged Access Management (PAM) Licenses, Installing, Configuring, and Testing the Privileged Access Management (PAM) solution across all African Union Commission (AUC) systems, ensuring that privileged access is well-controlled, monitored, and audited to meet both security and regulatory requirements of the AUC. The contract duration is 6 weeks. 4. Bidding will be conducted using the National Competitive Bidding (NCB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of September 2023 and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria Bidders must demonstrate both general and specific qualifications in delivering Privileged Access Management (PAM) solutions and must: Demonstrate proven competence in delivering PAM solutions using well-known and industry-recognized vendor technologies [CyberArk, BeyondTrust, Delinea or equivalent] . Provide evidence of successfully completing at least three (3) PAM implementation projects within the last five (5) years. Show specific competence in designing, implementing, configuring, and supporting PAM solutions for enterprise environments. Bidders must demonstrate their qualifications to deliver the solution using a methodical and structured approach. These include: Environment assessment and architecture design Deployment and Configuration Methodology. Customization and Integration with identity management and security monitoring systems Operationalization with policies, procedures, and governance frameworks. Demonstrate established partnerships or certifications with leading PAM solution providers. Provide client references for similar PAM implementations, including project scope, duration, and achieved outcomes. Demonstrate the capability to deliver end-to-end PAM solutions, including license provisioning, installation, configuration, integration, and ongoing technical support. Prove organizational competence by showcasing the availability of qualified technical experts, adequate resources, and structured methodologies for successful project delivery. Show proven experience in delivering PAM solutions for enterprise environments with complex security and identity management requirements. Submit project references including: Client organization name Project scope Duration and completion date Technologies and PAM vendor solutions used. Demonstrate experience integrating PAM solutions with identity and access management systems, directory services, and enterprise security frameworks. Provide evidence of post-implementation support and knowledge transfer delivered in previous projects. Bidders must provide details of the proposed project team, demonstrating their technical expertise, relevant certifications, and hands-on experience in Privileged Access Management (PAM) solution deployment and integration. The bidder must include detailed CVs for each proposed key person, showing relevant experience and certifications. project reference summaries for at least three comparable PAM deployments executed by the proposed personnel. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the address below at the African Union Commission (AUC) Offices , Third Floor, Building C, on 27 August 2026 at 12:30Hrs (East African Time). 8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
