(1) Vendor needs to provide unified phone system and desktop application services to replace its current disparate and aging telephony infrastructure with a modern, cloud–based or hybrid Voice over Internet Protocol (VoIP) unified communications platform that improves reliability, citizen service, interoperability with Microsoft 365, and administrative efficiency across all county departments, precincts, and facilities.• Provide a modern desktop and mobile softphone application integrated with Microsoft 365, Outlook, and Microsoft Teams.• Mobile application for iOS and Android supporting calling, messaging, and voicemail.• Auto attendant, hunt group, and call queue configuration for all departments.• Call recording, voicemail–to–email with transcription, and reporting/analytics tools.• SMS/MMS–enabled lines for citizen notification use cases.• Voicemail with voicemail–to–email delivery and automated transcription.• Do Not Disturb (DND) functionality.• Message Waiting Indicator and full–duplex speakerphone.• Fully customizable per–user answering rules, with support for one or more unique call routes per user.• Call logging and reporting with automatic scheduled export.• SMS/MMS messaging capability where required by department.(2) A pre–bid conference will be held on September 23, 2026.(3) All question must be submitted no later than September 25, 2026.(4) A contract period will be for one year.
