(1) Vendor needs to provide executive leadership performance evaluation and compensation framework consulting services to the government authority located in Dumfries, VA.– Conduct a project kick–off meeting with the town manager and designated staff.– Review the town charter, code of ordinances, employment agreements, organizational structure, council rules of procedure, personnel policies, procurement requirements, strategic plans, adopted budgets, performance measures, and other documents necessary to understand the governance structure of the town.– Review applicable statutes governing council–manager government, executive sessions, personnel evaluations, public records, attorney–client privilege, ethics, and local government administration.– Confirm project objectives, milestones, responsibilities, communication protocols, and project schedule.– Identify legal, governance, confidentiality, and implementation considerations.– Develop a detailed project management plan.(2) All the questions must be submitted no later than July 30, 2026.(3) The contract period will be for one year.
