(1) Vendor needs to provide cloud–based laboratory information management system replacement and implementation services.– Deliver a fully integrated, scalable, and secure solution that supports laboratory operations, field sampling, regulatory compliance, and enterprise system integration.– Solution shall be available as a cloud–based deployment model. SaaS or vendor–hosted cloud is preferred; customer–hosted cloud may be proposed if clearly defined.– Solution shall support high availability, failover, backup, and restoration capabilities appropriate for operational laboratory use.– Solution shall support controlled linkage to chemical inventory and traceability, chain–of–custody documents, and related controlled documentation.– Solution shall provide end–to–end traceability from sample receipt/collection through testing, review, report issuance, and record retention.– Solution shall support parent–child sample relationships, aliquots, splits, duplicates, resamples, and related sample associations.– Chain–of–custody records shall support timestamps, responsible personnel, transfer history, custody changes, comments, and associated attachments.– Solution shall support field sampling workflows through mobile–capable functionality.– Solution shall support user–defined calculations, derived results, formula–driven logic, and reusable calculation templates.– Solution should support billing and invoicing or provide integration to external billing/ERP processes where laboratory billing is required.– Solution shall support historical trend analysis, charting, and retrieval of prior analytical results.(2) All questions must be submitted no later than August 31,2026.
