Vendor needs to provide conservation and demand response potential assessment implementation plan services to the government authority located in Everett, WA.– Conduct a conservation potential assessment (CPA), a demand response potential assessment (DRPA), and for support of the district demand response implementation plan.– Perform a conservation potential assessment of the technical and achievable energy efficiency potential available in the district’s service territory.– Collect measure data for all sectors, based primarily on power administration measures, regional technical form, northwest power plan measures, and existing district programs.– Develop measure–level levelized costs for incorporation into supply curves.– Support development of economic potential through the district's process, including developing achievable–technical potential hourly supply curves and measure bundles.– Collect and evaluate demand response (DR) measure data given the district’s selected program ty.– Coordinate supply curve assumptions with conservation supply assumptions to avoid over, or under, counting of relevant equipment types that may be utilized by candidate demand response program types.– Support the district’s internal and external auditing processes by responding to questions and by developing other materials as needed.
