(1) Vendor needs to provide AI–powered phone, chat and email communications platform.– AI–assisted constituent service across phone, chat, and email, with live lookup against the agency’s property–records system.– One platform across phone, chat, and email phone (including an AI voice agent), ai chat, live chat, and email shall be delivered on one platform that uses a single agency–controlled knowledge base.– AI phone agent with cross–channel follow–up the voice agent shall be able to send SMS or equivalent text links to callers during or after a call –for example to forms, filing resources, appointment scheduling, document upload, or case tracking.– Web chat with live–chat escalation the AI chatbot shall offer escalation to live chat with Agency staff during published business hours, with the full AI conversation context visible to the receiving staff member, and a configurable fallback to form submission or email hand–off outside business hours.– AI–native email and case management where the agency has approved standardized response language for a topic, the AI shall use that language in preference to answers generated only from knowledge–base search.(2) All the questions must be submitted no later than September 14, 2026.
