(1) Vendor needs to provide non–emergency medical transport coordination platform. – Implement a comprehensive, state–of–the–art Non–Emergency Transportation (NEMT) management system.  – Provide a robust platform capable of handling real–time GPS routing, automated scheduling, and integrations to ensure the highest standards of program integrity, performance, and seamless customer service.– The procured software and management systems will support a statewide population including rural, frontier and urban areas.  –  Provide Commercial Off–the–Shelf (COTS), SaaS, or purpose–built solution that is operational and configurable.• Design and implement a multi–tenant, event–driven Non–Emergency Medical Transportation (NEMT) coordination platform.• Omnichannel access and concierge scheduling: The platform must support distinct user personas, including riders and case managers.– Web and Mobile Portals– IVR and SMS gateway: The system must incorporate Interactive Voice Response (IVR) and SMS capabilities to allow users without smartphones to dial in, check ride status, or trigger automated text messages.• Third–party proxy booking: The system must feature Role–Based Access Control (RBAC) to allow hierarchical tenancy so that dispatchers can book rides on behalf of riders.• Aggregation, integration, and routing engine: The technology must include an asynchronous orchestration pattern that concurrently queries available transportation inventory.– API integrations: The platform must integrate with commercial rideshare APIs (e.g., Uber Health, Lyft Business) and public transit APIs using GTFS/GTFS–Flex data.• Multi–party payment and digital wallet to manage complex financial routing and sliding fee scales, the platform must utilize an immutable double–entry ledger system and a digital wallet architecture where every center, rider, and provider has a balance sheet account.(2) All the questions must be submitted no later than July 17, 2026. (3) The contract period will be for five years.
