Vendor needs to provide professional engineering services to the government authority located in Ephrata, WA.• Services requested will provide review, evaluate and analyze existing conditions, recommend modifications, design new or modified systems, and provide construction contract administration and observation for domestic water supply, irrigation, sewer systems and site development throughout the district.1. System evaluation:– Field inspection of existing water, sewer/septic systems, irrigation and drainage systems to determine their compliance with federal, state and local laws and regulations.– Data acquisition needed to evaluate system condition.– Assist the district in compiling the appropriate civil site work for the new facilities, existing site development and any other civil site work that may be needed.2. Preliminary design:– Design criteria detailing the criteria established for the project, including design standards and, assumptions to be used for design and material requirements including quality requirements.– Drawings showing general concept of design for construction, modification and repair, including details of major design components.– Design and help in the construction administration, of water tank reservoirs at various locations at the priest rapids project, recreation facilities, and electric system facilities.– Design and help in the construction administration, of adequate fire suppression systems at various locations on the Priest Rapids Project, recreation facilities, and electric system facilities.3. Detail design:– Detailed drawings showing all aspects of project. These drawings shall be used for obtaining bids from construction contractors and for the construction of the project.4. Construction engineering and management:– Onsite engineering including contract inspection in accordance with the contract documents, providing daily reports and recommendations to problems encountered during construction of the project.– Review of contract drawings and submittals, provided by the construction contractor, in accordance with the contract documents providing approvals as to conformance with the contract documents or rejections with justification for rejection.
