– Vendor needs to provide strategic planning consultant assistance services.– Provide development of a strategic plan that will establish an updated mission, vision, and values, facilitate development of internally focused strategic goals and objectives for the city organization, and facilitate the identification of the department level coordinated actions necessary to achieve strategic goals.– Consultant will facilitate development of a long–term vision, mission, and set of core values for the entire city organization.– Implementing this exercise, the consultant will review and, possibly, build on prior work completed in this area.– Consultant will lead and facilitate a process to help the city diagnose the top 3–5 organizational or administrative challenges or opportunities with the greatest potential to improve organizational effectiveness and service, program and project delivery.– Development of guiding policies, the consultant will facilitate a process to develop realistic strategic goals which describe the end states the city aims to achieve along with the necessary sets of objectives to achieve the strategic goals.– Develop the sets of coordinated actions necessary to achieve objectives and strategic goals, including prioritization of actions based on impact and feasibility.– Consultant will be tasked with developing a performance management and progress reporting model that measures progress on goals and objectives.
