  "summary": "<p>The contracting organization shall provide all of the following<br>services:</p><ul><li>Contractor shall build out and program specific scenario use<br>cases into the hardware/software prior to delivery for Aurora<br>Police Department radio frequency survey capability.</li><li>Contractor shall provide 24/7 technical support and<br>investigative support to include but not limited to cell tower<br>coverage mapping review and case review involving drive<br>test scans.</li><li>Contractor shall provide Expert Witness consultation for<br>cellular signal identification and geolocating. This does not<br>include court testimony. Contractor shall provide support<br>when required to assist in the field of geolocation as it<br>pertains to cellular data.</li><li>Contractor shall provide in person training specific to drive<br>test equipment and data processing and the use of the data<br>as it pertains to cellular investigations.</li><li>Drive test equipment must have the ability to scan all cellular<br>formats (i.e. 5G FR1, LTE, CDMA, UMTS, GSM etc.) for all<br>US based cellular providers simultaneously.</li><li>Drive test equipment must be able to auto configure to<br>known cellular bands operating in the United States without<br>end user input.</li><li>Drive test data must be able to communicate, upload, and<br>export without manipulation into the TraX Scan Suite. Drive<br>Test data must also be able to be used stand alone without<br>any other mapping software.</li><li>Drive test equipment and user interface must be<br>configurable (open platform) to operate in conjunction with<br>other systems required to perform cellular analysis tasks<br>allowing the end user to accomplish a common operating<br>picture (COP) between multiple systems.</li><li>Drive test equipment must be able to decrypt overhead<br>tower information in a manner that allows the end user to<br>identify misconfigured base stations. When a misconfigured<br>base station is identified, an audible and visual alert shall be<br>displayed through the user interface.</li></ul>",
