Hiring of Consultancy Firm to conduct Data Collection and Verification — Technical Assistance for Sustainable Agriculture Transformation in the Philippines Project

REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR CONSULTING SERVICES FOR THE PHILIPPINES SUSTAINABLE AGRICULTURE TRANSFORMATION (PSAT) PROGRAM AND THE TECHNICAL ASSISTANCE FOR SUSTAINABLE AGRICULTURAL TRANSFORMATION (TASAT) IN THE PHILIPPINES PROJECT INDEPENDENT VERIFICATION AGENCY (IVA) 1. The Government of the Philippines (GoP) has received a Grant from the World Bank toward the cost of Hiring of Consultancy Firm (Independent Verification Agent) for Data Collection and Verification of Philippines Sustainable Agricultural Transformation (PSAT) Program’s Disbursement Linked Results (DLRs) and it intends to apply part of the proceeds of this Grant to One Hundred Sixteen Million Pesos (116,000,000.00) payments under the contract for DASBAC 2026-09-002 . 2. The Department of Agriculture Philippines Sustainable Agriculture Transformation and Technical Assistance for Sustainable Agriculture Transformation Project Management Office (DA PSAT & TASAT PMO) now calls for the submission of short-listing documents for the Hiring of Consultancy Firm (Independent Verification Agent) for Data Collection and Verification of Philippines Sustainable Agricultural Transformation (PSAT) Program’s Disbursement Linked Results (DLRs) using the Quality Based Selection (QBS) Selection . Short-listing documents of interested consultants must be duly received by the Bids and Awards Committee (BAC) Secretariat on or before 2:00 pm September 28, 2026 at DA PSAT & TASAT Project Management office . Applications for eligibility will be evaluated based on a non-discretionary “pass/fail” criterion. 3. Interested Bidders may obtain further information from 2nd Floor, DA New Building PSAT and TASAT PMO Procurement Unit, Office of the Interim Procurement Management Office, Department of Agriculture, Elliptical Road, Diliman, Quezon City and inspect the Bidding Documents at the address given below from 9:00 AM to 4:00 PM. 4. A complete set of Bidding Documents may be acquired by interested Bidders on September 30, 2026 from the given address below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Fifty Thousand Pesos (50,000.00). It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids. 5. The BAC shall draw up the short-list of consultants from those who have submitted Expression of Interest, including the short-listing documents, and have been determined as eligible in accordance with the Harmonized World Bank’s Procurement Guidelines and provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act,” and its Implementing Rules and Regulations (IRR). The short-list shall consist of five (5), which should not be fewer than three (3) but not more than seven (7) prospective bidders; in case of one (1) or less than the required number apply for eligibility and short-listing, and/or the minimum score required in the short-listing, the BAC shall consider the same who will be entitled to submit bids manually. The criteria and rating system for short-listing is attached as Annex 1. Bidding of this will be conducted through Quality Based Selection (QBS) as specified in the Harmonized World Bank Procurement Guidelines and Project Operations Manual. In addition, DA PSAT and TASAT PMO bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR. 6. Bidding will be conducted in accordance with relevant procedures for competitive selection as specified in the IRR with some amendments, as stated in these bidding documents and is open to all bidders from eligible source countries as defined in the applicable guidelines of the Harmonized World Bank’s Procurement Guidelines and provisions of Republic Act (RA) No. 12009, otherwise known as the “New Government Procurement Act,” and its Implementing Rules and Regulations (IRR) as applicable. 7. The Procuring Entity shall evaluate bids to determine the Highest Rated Bid using the Quality Based Selection. The criteria and rating system for the evaluation of bids shall be provided in the Instructions to Bidders. 8. Short-Listing Documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest on or before the date and time indicated in the SDS. 9. The contract shall be completed within five (5) years. 10. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16. 11. The certification as to the current workload relative to capacity shall be made in accordance with the Instructions to Bidders in relation to TPF 5 therein. 12. TOLENTINO Assistant Secretary for Finance DA - PSAT and TASAT PMO SBAC Chairperson 17 September 2026 ANNEX 1 SHORTLISTING CRITERIA The prospective Independent Verification Agency must comply with the following Shortlisting Criteria before being required to submit a Technical Proposal for Evaluation: Criteria Qualification Documentary Requirement Pass/Fail GENERAL EXPERIENCE IVA must have at least eight (8) years of experience in providing similar consulting services in government and/or private project evaluation, rural and agricultural statistics or planning, policy and theoretical research, government agency surveys, social assessments, or related fields. 1. DTI/CDA/SEC Registration and Articles of Incorporation 2. BIR Certificate of Registration 3. Latest Business Permit These must show the company’s business/purpose and year of establishment. SIMILAR COMPLETED CONTRACTS 1. The IVA must have completed similar consulting services with project cost in the amount of twenty five percent (25%) of the Estimated Project Cost within the past ten (10) years. 2. The IVA must have completed similar consulting services in monitoring and evaluation of projects funded by international financial institutions (such as the World Bank and ADB). 4. Notice of Award 5. These projects must also show the firm’s capacity to collect and verify gender-disaggregated data, with experience in applying gender-sensitive verification approaches. INFORMATION INFRASTRUCTURE AND DATA MANAGEMENT CAPABILITIES The IVA must have access to data management software and IT infrastructure with demonstrated ability to carry out data processing and analysis. 7.
