(1) Vendor needs to provide neighbourhood heating decarbonization plan service to the government authority located in Ann Arbor, MI.1. Create a neighborhood–specific heating decarbonization plan for four–to–five micro–neighborhoods in agency.2. Support implementation of the plan in three to five of the micro–neighborhoods3. Support the City’s intervention in a future agency Gas Rate Case by serving as an expert witness on neighborhood decarbonization and non–pipeline alternatives4. Actively collaborate via biweekly meetings with the agency and Innovations on the project• An assessment of avoided gas/electric infrastructure costs associated with implementing the heating decarbonization solutions, with estimates on how the infrastructure cost savings could have downstream cost savings across the rate base.• An economic analysis of the bill impacts associated with heating decarbonization in each of the identified neighborhoods.• The economic analysis should also include consideration of how a more cost–effective solution could have downstream impacts on energy rates more broadly• Refined modeling of economic variables related to implementing the decarbonization solution• An analysis of municipal programs/practices that exist but which could be refined to better meet neighborhood decarbonization goals(2) The contract period will be for one year.(3) All the questions must be submitted no later than October 8, 2026.(4) Pre–bid meeting will be held on October 6, 2026.
