TERMS OF REFERENCE Consultancy For Building Capacity and Compilation of Gender Equality Indicators in OECS Data for Decision Making (DDM) Project Beneficiary Countries- Grenada , St Lucia and St Vincent and the Grenadines ABOUT THE OECS The Organisation of Eastern Caribbean States (OECS) is an International Inter-governmental Organisation dedicated to regional integration in the Eastern Caribbean. Its vision for 2020-2024 is "A better quality of life for the people of the OECS". Its mission is: "To drive and support sustainable development through regional integration, collective action and development cooperation". The OECS came into being on June 18th, 1981, when seven Eastern Caribbean countries signed a treaty agreeing to cooperate and promote unity and solidarity among the Members. The Treaty became known as the Treaty of Basseterre, named in honour of the capital city of St. Kitts and Nevis where it was signed. PROJECT BACKGROUND The Organization of Eastern Caribbean States is implementing a regional statistical capacity building project, financed by the World Bank Group, with Grenada, Saint Lucia, and Saint Vincent and the Grenadines (Participating Countries). The OECS Data for Decision Making (DDM) Project (called “Project” going forth) comprises five components that will be implemented over a five-year period. At the national level, Component 1 and Component 2 of the Project will strengthen national statistical systems through (i) statistical modernization and capacity building, and (ii) data production, analysis, and dissemination, with a focus on the population and housing census, living conditions surveys, labor market surveys, and agricultural census. At the regional level, Component 3 of the Project will support the OECS Commission’s mandate for regional integration and the strengthening of the regional statistical system. Component 4 will support project implementation, and Component 5 will provide a contingency option for immediate surge funding in the event of a national emergency. The OECS Commission will be responsible for the implementation of Component 3. The Project aims to improve the capacity of participating countries to produce and publicly disseminate statistical data for country and regional level analytics, which will enable greater data-driven decision making at both the national and regional levels. For additional information, see the Project Appraisal Document (Report No: PAD4314) (http://documents.worldbank.org/curated/en/520151651261033077/Grenada-Saint-Lucia-Saint-Vincent-and-the-Grenadines-Organization-of-Eastern-Caribbean-States-Commission-OECS-Data-for-Decision-Making-Project) and Financing Agreement (http://documents.worldbank.org/curated/en/099540006172231884/P174986080af360d20a39f013f5cdf84a18) INTRODUCTION The realization of the 2030 Agenda and the commitment to “leave no one behind” requires the disaggregation of a wide array of gender and SDG indicators that measure inequalities and address the needs of women and men, boys and girls in the Caribbean. It also necessitates the strengthening of capacity to generate these indicators and statistics. The CARICOM Gender Equality Indicators (GEI) framework was developed in collaboration with UN Women and Members States and aimed to enhance CARICOM Member States’ capacity to monitor and assess their progress in meeting gender equality goals and targets including the SDGs. The CARICOM GEI was based on a comprehensive review of the Global UN Minimum Set of Gender Indicators developed and ratified in 2013 and revised in 2021. It comprises forty-eight (48)quantitative and eleven (11) qualitative indicators. These indicators were validated at the 40th Meeting of the Standing Committee of Caribbean Statisticians in 2015 and have subsequently been updated. While OECS MS have agreed to compile this list of GEI Indicators only one country Dominica has produced a report on these indicators while St Lucia conducted a gender data management assessment in 2019 to identify the challenges faced by the government in producing gender statistics. This Consultancy seeks to build on previous work done in the compilation of gender indicators and statistics in the Caribbean using the GEI framework as the base for further capacity building and measuring and collecting information on issues relevant for gender equality and women's empowerment. The indicators are organised into five (5) themes: Economic empowerment; Education; Health and related services; Public life and decision-making; and Human rights of women and girl children GOALS AND OBJECTIVES OF THE REPORT The goal is to strengthen the evidence base on gender equality in OECS Member States, monitor progress in reducing gender gaps, and inform public policy and decision-making.” Objectives To generate robust, evidence-based statistics and indicators on gender equality for St Lucia, Grenada, and St Vincent and the Grenadines to inform policy formulation and planning. To build capacity among MS in the compilation, collection, validation, analysis, and dissemination of quantitative gender indicators and statistics compiled primarily from the Population and Housing Census (PHC). To widen accessibility and availability of gender indicators and statistics and to enhance the quality of this information and to promote their effective use by researchers, policymakers, service providers, planners, and the general public.
