Specific Procurement Notice Template Request for Bids Works (Two-envelope Bidding Process, Without Prequalification) Employer: The Ministry of Health Project: Africa CDC Regional Investment Financing Program Contract title: Construction and Equipping of the G+4 National Reference Laboratory Complex Including BSL-3 Containment Addis Ababa, Ethiopia Country: Ethiopia Loan No. /Credit No. / Grant No.: P167916 RFB No: ET-MOH-556255-CW-RFB Issued on: September 9, 2026 The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Africa CDC Regional Investment Financing Program and intends to apply part of the proceeds toward payments under the contract for the Construction and in-built Equipping of the G+4 National Reference Laboratory Complex Including BSL-3 Containment in Addis Ababa. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing. The Ministry of Health now invites sealed Bids from eligible Bidders for the Construction and Equipping of the G+4 National Reference Laboratory Complex Including BSL-3 Containment in Addis Ababa, Ethiopia. The following table describes the key information related to the contract, including scope of works, location, construction period, margin of preference, and qualification requirements to enable participants to assess their eligibility and interest in participation. Summary of Key Contract Information Item Description Contract Title Construction and Equipping of the G+4 National Reference Laboratory Complex Including BSL-3 Containment Location Addis Ababa, Ethiopia Scope of Works The Works shall include civil, structural, architectural, mechanical, and electrical installations necessary for the completion of the Reference Laboratory Complex. The scope further incorporates the supply and installation of inbuilt laboratory furniture and fixed equipment integrated into the facility design, including finishing works and site works as per Section VII - Works’ Requirements. Quantities One G+4 National Reference Laboratory Complex, including specialized laboratory units, support facilities, and equipment installation. Construction Period 12 months Qualification Requirements General Experience : Minimum of 10 years’ experience in hospital/laboratory construction projects. Specific Experience: A minimum number of One or two similar contracts, as specified below, that have been satisfactorily and substantially[1] completed as a prime contractor, joint venture member, management contractor or subcontractor between 1st January 2021 and bid submission deadline: One contract, with a minimum value of USD 33.6 million which must include both the construction of a minimum 4-story (G+3) building and a BSL-3 Containment System; or Two contracts, each with a minimum value of USD 16.8 million, where: One contract must demonstrate experience in the construction of a BSL-3 Containment System; and The other contract must demonstrate experience in the construction of a building of at least 4 stories (G+3). Average annual turnover : Minimum average annual construction turnover of USD 63 million , calculated as total certified payments received for contracts in progress and/or completed within the last 5 (Five) years, divided by 5 years (starting from 2021-2025); Liquid Asset: T he Bidder shall demonstrate that it has access to, or has available, liquid assets, lines of credit, and other financial means sufficient to meet the construction cash flow requirements estimated as USD 14 million for the subject contract(s) net of the Bidder’s other commitments. 3. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers –Procurement in Investment Project Financing” ( Seventh Edition, September 2025 ) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 50% and for the Bid cost: 50%. 5. Interested eligible Bidders may obtain further information from Ministry of Health, Procurement Executive Officer, and inspect the bidding documents at the address below during office hours: from 09:00 A.M to 12:30 P.M. and from 2:00 P.M to 5:00 P.M Ethiopian Time, Monday to Thursday and 09:00 A.M to 11:30 A.M and 2:00 P.M to 5:00 P.M hours Ethiopian Time on Friday. 6. The Bidding document in English language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of US$100 (ETB 16,000) or its equivalent amount in a freely convertible currency. The method of payment will be by direct deposit at the Commercial Bank of Ethiopia (CBE), Account Number 100 00 00 98 48 77 (Account Name: Ministry of Health ZAALID, SWIFT Code: CBETETAA) , and the deposit slip must be presented in person or mailed to MOH Procurement Executive Office(gameolani72@gmail.com). The document will be provided to applicants who collect it in in person or sent by airmail for overseas firms. 7. Bids must be delivered to the address below on or before 2:00 P.M. Ethiopian Time on October 21 , 2026 . Late bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID,” and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below at 2:00 P.M. on October 21, 2026. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 8. All Bids must be accompanied by a Bid Security of US$ 500,000.00 (Five Hundred Thousand United States Dollar) or its equivalent of ETB 80,000,000.00 (Eighty Million Ethiopian Birr) or its equivalent amount in a freely convertible currency at the prevailing exchange rate. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
