(1) Vendor needs to provide facility assessment and master plan services to the government authority located in Highland, CA.– Develop a technically supported, prioritized, and implementable strategy for improvements that will enhance treatment performance, water quality, operational reliability, residuals management, and the district’s ability to maximize the use of SAR water.– The Master Plan shall evaluate existing treatment processes, infrastructure, operational practices, residuals management, and raw and finished water quality to identify existing limitations and recommend improvements necessary to reliably produce up to 8.0 MGD of finished water under the anticipated range of source water conditions.• Record drawings, plans, specifications, and previous studies.• Treatment process design criteria.• Plant operating data and standard operating procedures.• Raw, intermediate, and finished water quality data.• Plant flow and production records.• Backwash flow, frequency, and operational data.• Backwash pond operating and maintenance information.• Treatment residuals characterization and disposal information.(2) All the questions must be submitted no later than October 14, 2026.
