DRA-11398 - USA (Laguna Beach, California) - Possible Closure of Providence and Mission Hospital Beach Study Services - Deadline September 14,2026

(1) Vendor needs to provide possible closure of providence and mission hospital beach study services to the government authority located in Laguna Beach, CA. – Data Collection and Analysis• Collection and analysis of Emergency Medical Services (EMS) data, including patient transports handled by the agency's ambulance transport system, ambulance wait and turnaround times, and the impacts of an ED closure on the local and regional Orange County EMS network;• Analysis of historical admission classifications at Mission Hospital Laguna Beach, including whether diagnosis and procedure coding reflected high–, medium–, or low–complexity cases, and historical hospital admission rates;• Collection and analysis of any other data reasonably necessary to inform the City's understanding of, and response to, the possible closure of the ED.– Hospital Closure Regulatory Process• Direct, verifiable experience engaging with these and other applicable state and county agencies on behalf of a public agency or similar client in connection with a hospital closure, conversion, or change of ownership.– Hospital Facility Needs and Construction Requirements• Expertise in seismic safety requirements applicable to acute care hospitals under California law (including SB 1953 / Hospital Facilities Seismic Safety Act compliance), and the ability to estimate the cost of seismically retrofitting and renovating the existing Emergency Department and related essential acute care facilities;• Construction cost estimation for new hospital facilities, with particular experience in smaller facilities designed to meet minimum State licensing requirements for the provision of Emergency Department services;• Ability to present comparative cost estimates (retrofit/renovation versus new construction) in a format usable for City decision–making and public communication.– Site Master Planning and Economic Analysis• Site master planning for the approximately 22–acre hospital campus, including conceptual programming for parking, assisted living/senior housing or other residential uses, medical office and health center space, and either a smaller full–service hospital with an Emergency Department or a stand–alone, freestanding Emergency Department;• Economic and financial feasibility analysis of the resulting master plan(s), including an assessment of the viability of each land use component and the plan as a whole.(2) All the questions must be submitted no later than September 4, 2026.
