The current projects financed by the World Bank for Tuvalu is close to USD 228 million. To support the preparation and implementation of these projects, the Government of Tuvalu has endorsed the establishment of the Central Project Management Office (CPMO) to strengthen its capacity in core cross-cutting functions including financial management, environmental and social safeguards, communications, monitoring and evaluation and procurement. The consulting services (“the Services”) is for the Director of CPMO to provide support to implementing agencies in areas such as preparing and will provide financial management oversight and technical support for all World Bank funded projects supported by the CPMO The position is a full-time position based in Tuvalu country for the duration of 13 months. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). The criteria for selecting the Consultant are as follows: Minimum Education: Master level or Bachelor level (complemented by years of relevant experience) in Project Management, Economics, Commerce, Public Policy Development Economics/Studies, Management, Accounting, Engineering, Quantity Surveying, Architecture, Business Administration or any other related disciplines. Relevant experience as defined by technical or management positions in project management and planning, risk management, budget management or coordination and facilitation of overseas development assistance for ten (10) years for Master level and/or fifteen (15) years for Bachelor level. Experience in managing highly technical team members, challenging project deliverables, coordination and reporting relationship with multiple stakeholders and development partners. Experience with the World Bank/ADB financed projects, processes and procedures is an advantage. Having attained a Certificate on any of the WB trainings in Procurement and Contract Management, Monitoring and Evaluation, Financial Management and WB Environmental and Social Framework, ESF – Fundamentals and similar trainings is an advantage.
