(1) Vendor needs to provide master plan development service to the government authority located in Hood River, OR. – Develop an action–oriented parks master plan to guide and secure the future of its park and campground system over the next 10 years.• Project initiation: Conduct a virtual kick–off meeting with agency representatives, present projected timeline and communications plan.• Community engagement and public input: Develop a community and public engagement plan for the project.• Inventory and evaluation: – Conduct field assessments of all County–operated campground sites.– Evaluate usage, condition, and operational performance of all facilities• New campground feasibility study:– Evaluate regional demand for campgrounds and types of camping– Prepare concept plans and preliminary cost estimates for up to three (3) site conversions within the next 10 years.• ADA transition plan:– Conduct a policy and documentation survey– Conduct an ADA self–evaluation and field data collection• Financial sustainability assessment:– Assess current revenue sources, campground fees, host structures, staffing, and cost recovery levels– Evaluate and recommend operational improvements including online reservation systems, premium site offerings, coordination with other agencies, special use permits, public–private partnerships, and other revenue generating opportunities.• Draft comprehensive county parks master plan:– Combine all research, analysis, public input, and recommendations into a comprehensive, adoptable master plan.• Final comprehensive county parks master plan:– Prepare a PowerPoint presentation of final recommendations.(2) All the questions must be submitted no later than August 10, 2026.
