(1) Vendor needs to provide professional air service development and related strategic advisory services.– Provide professional air service development and related strategic advisory services for the county airport.– Market analysis and air service strategy.– Airline engagement and business development.– Strategic planning and stakeholder coordination.– Research, analyze, and evaluate current and emerging air service opportunities relevant to the central coast region and identify opportunities for additional air service capacity, frequencies, destinations, and carriers.– Proactive and strategic consulting partner capable of supporting ongoing efforts to retain, expand, and enhance commercial air service opportunities consistent with the airport’s operational goals, regional economic objectives, and long–term strategic vision.– Conduct historical passenger traffic, fare, and load factor analyses utilizing available industry datasets and customized catchment area evaluations reflective of the unique characteristics of the central coast market.– Assist in identifying and quantifying corporate and institutional travel demand to strengthen airline business case development.– Support strategic development initiatives and long–range air service planning efforts consistent with the airport’s operational, financial, and community objectives.– Develop and maintain a prioritized air service target strategy identifying near–term, medium–term, and long–term opportunities by carrier and market, including recommended engagement sequencing and strategic positioning.– Facilitate airline headquarters meetings, conference participation, route development discussions, and strategic airline engagement efforts on behalf of the airport.– Consultant capable of functioning as an extension of airport staff by providing responsive executive–level strategic advisory services, airline engagement support and rapid–turnaround analyses as opportunities and challenges arise.– Provide presentation materials, briefing documents, talking points, and strategic communication support for use with airport leadership, elected officials, community stakeholders, and the public, as requested.(2) All the questions must be submitted no later than July 17, 2026.
