(1) Vendor needs to provide network monitoring and patch management software to support the County's Information Technology (IT) infrastructure.A. Network Monitoring Software Requirements– Real–time, 24/7/365 monitoring of network devices, servers, endpoints, and applications, with automated alerting via email, SMS, and/or dashboard notification for outages, performance degradation, or anomalous behavior– Bandwidth utilization tracking, uptime/downtime reporting, and latency monitoring across all County network segments and facility locations– Support for monitoring of multi–vendor network hardware (switches, routers, firewalls, wireless access points) using industry–standard protocols such as SNMP, WMI, NetFlow/sFlow, and API–based integrations– Customizable, role–based dashboards providing visibility into network topology, device status, and historical performance trends, manageable entirely by County IT staff post–deploymentB. Patch Management Software Requirements– Centralized, automated patch management for Microsoft Windows, macOS, and/or Linux operating systems (as applicable to County environment), as well as common third–party applications (e.g., Adobe, Java, browsers, Microsoft Office)– Ability for County IT staff to schedule patch deployment during designated maintenance windows to minimize disruption to County operations.– Patch testing/staging or “ring–based“ deployment functionality allowing phased rollouts (test group, pilot group, full deployment), fully configurable by internal staff– Detailed reporting on patch compliance status by device, department, and criticality level (critical, high, medium, low)C. Patch Managemen– Windows Update Management– Third–Party Patch Management (patching for common non–Microsoft applications, e.g., browsers, Java, Adobe, etc.)– Core Patch Library (vendor–maintained, regularly updated patch/vulnerability definition library)D. Network Device Monitoring– Monitoring of switches, firewalls, wireless controllers, and servers via SNMPv3– Tracking of interface status, errors, discards, utilization, speed/duplex settings, flapping, and availability.(2) All question must be submitted no later than October 1, 2026.
