GOVERNMENT OF JAMAICA MINISTRY OF EDUCATION, SKILLS, YOUTH & INFORMATION REQUEST FOR EXPRESSIONS OF INTEREST Name of Project: Jamaica Education Project (JEP) Loan No.: 9586-JM Assignment Title: Consultant: Student Early Warning System Review and Strengthening Reference No.: JM-MOEY-556229-CS-INDV The Government of Jamaica has received financing from the World Bank toward the cost of the Jamaica Education Project (JEP), and intends to apply part of the proceeds for consulting services. The Government of Jamaica, through the Ministry of Education, Skills, Youth and Information (MoESYI) is seeking to address identified structural challenges in secondary education, through the Jamaica Education Project (JEP). The project is being implemented by the MoESYI with funding support provided by the World Bank, through a loan facility of US$30,000,000.00. It has five main components, : (i) Strengthening Teaching and Learning in Secondary Education; (ii) Supporting quality and resilient school infrastructure (iii) Strengthening information systems and strategies for student retention; (iv) Technical Assistance (TA), Strengthening Institutional Capacity and Project Management and (v) Contingent Emergency Response Component. A Project Implementation Unit has been established to accomplish the deliverables under each component of the project. The MoESYI is now seeking to engage a Consultant to support the review and strengthening of existing student retention interventions implemented by the MoESYI to ensure an effective response pathway for students flagged by the system. Objective of the Consultancy To develop an early warning system for the MoESYI to tackle students at risk. A Student Early Warning System (EWS) defines a framework for identifying, tracking, and supporting students at risk of school dropout. It ideally focuses on the monitoring of key indicators (e.g. attendance, behaviour and student performance) to trigger timely, appropriate interventions. The system establishes procedures, roles, and data analysis methods for the likelihood and improvement of student retention. Hence, the system should have the functionality to identify, monitor, and track students at risk of dropping out and highlight students who will be eligible to receive special intervention services. Within that context, the objective of this assignment is to review and strengthen the existing ecosystem of student retention interventions and to design an operational framework that links EWS-generated risk signals to clear, actionable, and context-appropriate response pathways at school, regional, and central levels. The MoESYI now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The evaluation shall be based on the relevant qualifications and experience of the individual Consultant. They are: Master’s or higher graduate qualification in Education, Education Policy, Social Work (or equivalent), with demonstrated expertise in an education environment. Demonstrated experience conducting institutional mapping, program reviews, or stakeholder analysis in the education sector. Strong understanding of the Jamaica’s education system, particularly in relation to student retention and support programs. Knowledge of current and emerging global educational trends in student retention strategies and evidence-based interventions to reduce dropout. Experience supporting the implementation or operationalization of programs or systems in education settings, including working with schools or subnational entities. Experience designing and delivering training or capacity-building activities for government or education stakeholders. At least 3 years of experience working with student data systems or learning analytics to support student monitoring, identification of at-risk students, or targeted interventions (desirable). Strong working knowledge of the structure and operations of the MoESYI, including its Central Ministry, Regional Offices, and affiliated Agencies. Ability to work collaboratively and incorporate diverse stakeholder perspectives. Selection Method Individual Consultant Selection method as set out in the World Bank’s Procurement Regulations, September 2023. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on Conflict of Interest. Duration of Consultancy The activities associated with this assignment are expected to be completed in six (6) months .
