(1) Vendor needs to provide education, outreach and technical assistance service. – Provide technical support and/or community outreach and engagement across several of agency’s programs, including the green labeling, BAMBE, and the Efficiency and Sustainable Energy (EASE) home programs. – Provide community outreach and engagement, research, and/or green building practices focusing on energy efficiency and electrification to submit their qualifications to support the implementation of agency programs in agency• Program outreach and event partnership:– Program event partnership.– Connect with aligned community partners for tabling, presentations, and event promotion.– Community outreach and engagement.– Conduct in–person outreach through door knocking, canvassing, and events.– Provide a high–level overview of programs, including explaining benefits, eligibility requirements, and enrollment steps.• Energy efficiency education and training:– Real estate professional training.– Develop and implement continuing education courses building upon the foundation created in the above–named classes.– Architecture and design professionals.– Develop and deliver training that helps architecture and design professionals integrate energy efficiency, electrification, health, and resilience principles into project specification and client conversations, from early design through construction documents.– Home and building insurance.– Develop and deliver trainings that connect energy efficiency, electrification, health, and resilience to insurance underwriting, risk assessment, and client conversations. • Program research and evaluation:– Multifamily program market study.– Develop and distribute surveys that specifically target small, below–market rate property owners to gather information on challenges/opportunities for this property type and possibly building characteristics information.– Green labelling landscape assessment.– Research existing training, certifications, or continuing education offerings already available to the architecture, design, and insurance communities, to avoid duplication with existing offerings and identify gaps in the market.– General program evaluation and research.– Designing, conducting outreach for, distributing, and implementing surveys, interviews, andfocus groups.(2) All the questions must be submitted no later than October 9, 2026. (3) Pre–bid meeting will be held on September 22, 2026.
