Description
The City of Santa Monica, (referred to hereafter as “the City”) is inviting proposals from qualified persons or firms interested in conducting compliance monitoring for the 35 programs funded by the Human Services Grants Program (HSGP) and reviewing the City's existing HSGP monitoring processes to identify possible efficiencies or other improvements. In alignment with the City’s attention to administering high-quality services, the Housing & Human Services Division (HHSD) of the City's Community Services Department is seeking professionals with expertise in non-profit program and fiscal operations to evaluate the City’s current monitoring processes, conduct compliance monitoring for the 35 programs funded by the HSGP, and produce a written Executive Summary of monitoring results, including recommendations for ongoing monitoring procedures. The selected consultant will need to complete activities and deliverables in advance of the City’s deliberations on HSGP funding recommendations for FY 2023-27 which will take place in the spring of 2023. This rigorous timeline will require applicants who are accustomed to working in a challenging and fluid work environment and with a wide variety of stakeholders. Proposers must be open and responsive to diverse opinions on accountability, able to incorporate constructive feedback on work products, and gain consensus on methodology for achieving the outcomes of this RFP. Proposer teams should demonstrate understanding of non-profit social services programs and fiscal best practices, including expertise in federal Office of Management and Budget (OMB) requirements and generally accepted accounting principles (GAAP). Familiarity with local and regional service delivery systems and community needs is highly desired. After a thorough review of all submitted proposals, the City will award the bid and execute a Professional Services Agreement with the selected applicant to complete the activities and deliverables described in the Scope of Work section below.
