(1) Vendor needs to provide electricity transmission study service to the government authority located in Cheyenne, WY.– This study is providing a comprehensive, two–phase state–wide transmission planning study, evaluating future load growth, transmission constraints, advanced technologies, and a qualitative electricity market participation assessment.– The selected consultant will:- Inventory Wyoming’s existing electric transmission system.- Model Wyoming’s current transmission system under three load–growth scenarios (low, moderate, and high demand).- Identify delivery constraints and congestion points.- Evaluate advanced transmission technologies as tools to meet future capacity needs.- Produce a gap analysis showing where Wyoming’s system falls short under each load growth scenario.A. Task 1 – Project Initiation & Work Plan:- Conduct kickoff meeting with agency staff to confirm objectives, timelines, deliverables, and communication protocols for Phase I and Phase II- Develop a detailed project work plan, including a schedule and milestones.- Identify required data sources and modeling tools.- Assist in establishing the Advisory Working Group, including development of meeting cadence and incorporation of stakeholder feedback into modeling assumptions and draft outputs.Deliverable: Project work plan and schedule.B. Task 2 – Phase I: Inventory Wyoming’s Existing Transmission Facilities- Evaluate Wyoming’s current transmission facilities including:o All transmission lines greater than or equal to 69kV- Identify ownership of each line: investor–owned, rural electric cooperative, public power, municipal, and Federal systems○ All major transmission lines and substations, including name, owner, location, voltage levels, known constraints or operational limitations, and planned additions, upgrades or retirements.(2) The contract period will be for one year.
